Parent Involvement
The mission of Memorial Parkway Elementary is to empower all learners through innovative learning experiences, character education, and inclusive practices within our diverse community. At MPE, we are: givers, friendly, courageous, dreamers, uplifting, kind, united, and successful. MPE participates in the Title 1, Part A state program. This program provides funding for low socioeconomic schools. In return, we will meet the expectations laid out for our campus by Texas Education Agency and the United States Department of Education.
Title I Programs Support the Katy ISD Mission
Katy ISD is required to set aside 1% of its Title 1 funds for parental involvement. The campus principal will authorize the use of these funds as they are available. The remainder of the funds are used for Title 1 teacher salaries, materials/supplies, manipulatives, books, professional development and other effective instructional strategies that will increase student learning. Annually, we will work with parents and community members to improve our Title 1 program so that all students can be successful.
MPE is a school-wide Title I Campus
Title I, Part A, is a federal program designed to help all students meet the state's challenging academic performance standards. School-wide Title I Programs provide supplemental funds that are used to improve the educational program of the entire school.
The Title I Program strives to ensure that every child is able to learn and perform at levels that meet or exceed the state academic standards.
The additional resources through these funds allow us to provide additional staff and enhanced instructional programs for all students.

Notice to Parents
As a parent of a student at a campus receiving Title I funds, federal law allows you the right to know the professional qualifications of the classroom teacher who instructs your child, and Federal law requires the school district to provide you with this information in a timely manner, if you request it.
Notice of Parent Activities
Parents will receive invitations and reminders for all parent activities.
These invitations and advertisements are provided in a variety of ways, such as the MPE's website, E-News, Panther Update, Marquis, and flyers, Social Media, etc.
Parent Rights Under NCLB
As the parent of a student at a Title I campus, you have the right to request the following information about each of your child's classroom teachers.

Whether the teacher meets the state qualifications and licensing criteria for the grades and subjects he/she teaches.

Whether the teacher is teaching under emergency or provisional status because of special circumstances.

The teacher's college major, whether the teacher has any advanced degrees, and the field of discipline of the certification or degree.

Whether paraprofessionals provide services to your child and, if so, their qualifications.
Title I campuses shall provide assistance to parents in understanding the State's academic content standards and academic achievement standards, State and local assessments, how to monitor a child's progress, and how to work with their children to improve student achievement.
Title I Parent Involvement Plan and School/Parent Compact
Each school has a Title I Parent Involvement Plan which describes the school's plan for involving you and other parents in your child's education. The plan also contains our School/Parent Compact. The compact is an agreement between the school, parents, and students to support each child to meet grade level expectations. Research shows that when parents know what their children are doing in school and help support them at home, children will be more successful. Attached is our current 2025-2026 Parent Involvement Plan and School/Parent Compact.
